Old Town Key West Development, LTD has been in business for nearly 35 years with the same principles Chris Belland, Moe Mosher and Ed Swift III at the helm. The same principles also own and operate Historic Tours of America, Inc., a Key West based national entertainment company specializing in tours, and history based family attractions and retail gift stores. Historic Tours of America operates in Key West, St Augustine, Savannah, Washington D.C, Boston and San Diego.

Formed in 1972, Old Town Key West Development, LTD principals Ed Swift III, Chris Belland and Moe Mosher have renovated and constructed over 25 commercial buildings in Key West. Among these are the Key West Aquarium and the surrounding buildings at Mallory Square, Flagler Station at the Key West Bight, the Key West Butterfly and Nature Conservancy on Duval Street, Simonton Row at the former Strunk Lumber site, and 15 commercial buildings on Duval Street.

Old Town also builds Market Rate and Workforce/Affordable Homeowner and Condominium Communities in Key West and the lower Keys. Recently completed projects include Key Cove (54 homes) on North Roosevelt Blvd., Tortuga West (18 workforce homes) on Stock Island, Dolphin Cove (9 single family workforce homes) on Sugarloaf Key, and the Trinity Homes (4 Market Rate homes in new town Key West), Key Cove Landings (10 waterfront luxury homes), Railway Condominiums (38 workforce condos), Marquesa Court (9 upscale homes), and Park Village (40 workforce homes).

Projects that are under construction are Islander Village and Islander Estates in Stock Island on 5th Avenue (89 workforce homes and 22 modified market rate waterfront homes), Steamplant Condominiums (19 luxury units), and Paradise Harbor (7 luxury homes with docks).

In the permitting and development stage are Key Haven Estates (43 luxury single family homes), Sugarloaf Village (28 workforce homes for the Monroe County School Board, Coconut Cove (23 workforce homes in Big Coppitt), Paradise Landings (40 workforce homes in Marathon), and other projects not publicly announced at this time.

In addition to construction projects Old Town Key West Development also rents and maintains over 150 residential and commercial properties in Key West and the lower Keys.

Nationally the partners are principals in historic preservation and re-use projects in St. Augustine, FL; Savannah, GA; Boston, MA; and San Diego, CA. Ed Swift III, Chris Belland and Moe Mosher, have a lifetime commitment to Key West, to preserving the past and to building for the future.

Meet The Team

Edwin O. Swift

Edwin O. Swift is a founder, President and a Director of the Company. Mr. Swift has been an executive officer of the Company since inception. Mr. Swift is the company leader in the construction of both Market Rate and Affordable residential units. He is at the forefront of Affordable Housing in Monroe County and has served on numerous Affordable Housing task forces and committees over the last 15 years. Mr. Swift oversees the companies Property Development team and currently has over 100 million dollars in active construction. Mr. Swift’s other duties include retail stores, attractions, finance and company oversight and expansion. Prior to his involvement with Messrs. Belland and Mosher, Mr. Swift owned and operated retail shops in Key West for in excess of 15 years, and used this retail experience to develop the Company’s retail strategies. Mr. Swift is active in the Key West community and has held several local political positions, including serving as a Monroe County, Florida, Commissioner from 1982 to 1986, and President of the Key West Chamber of Commerce from 1981 to 1982.

Christopher C. Belland

Christopher C. Belland is a founder, Chief Executive Officer and a Director of the Historic Tours of America, Inc. Mr. Belland, along with Ed Swift III and Gerald "Moe" Mosher have worked together since 1973 building, refurbishing and redeveloping Key West. Mr. Belland was a director of the Florida Attractions Association. He is also the past president of the Key West Attractions Association, which he founded in 1983, and is a past director of the Key West and Lower Keys Development Corporation and past treasurer and board member of the Florida Attractions Association. In addition, Mr. Belland is a board member of the Community Foundation of the Florida Keys and the Key West Chamber of Commerce He holds a Bachelor of Science in Economics from the Wharton School of Finance and Commerce at the University of Pennsylvania. Mr. Belland’s duties include transportation, tours, real estate broker, historic ships, attractions and company oversight and expansion.

Gerald R. Mosher

Gerald R. Mosher is a founder, Senior Vice President and a Director of the Company. Mr. Mosher has been an executive officer of the Company since inception and is responsible for the operation and management of the Company's owned and leased real property. Mr. Mosher is a past president of the Key West Rotary Club. Mr. Mosher has been a licensed Barber Stylist for 52 years. He was appointed to the Florida Barbers Board where he served for nine years and was Chairman for another four years. He was also on the National Masters Barber Board for four years. Mr. Moe was the owner of the infamous “Moe’s Barber Shop” until 1992. Mr. Moe currently serves on the Monroe County Federal Teachers Credit Union where he has been Vice President for the past 26 years.

Debbie Swift Batty

Debbie Swift Batty is currently the Director of Property Development and is working on numerous Market Rate and Affordable construction projects in the lower keys. She is well versed in the design, permitting and construction in the Florida Keys. Additionally, Ms, Swift holds a Real Estate license and is currently overseeing the sales of over 160 Affordable housing units. Ms. Swift is also the Project Manager for the rebuild and expansion of the Boston Tea Party Ship and Museum. Previously, she spent three years in San Diego as the Construction Project Manager and General Manager of the 7 million dollar construction of the Old Town Market Festival Marketplace. Prior to that, Debbie worked for two years in the retail division. She was the Boston retail buyer, helped lead the team that completed the nationwide transfer to a new retail POS (point-of-sale) system, and managed our largest and most profitable retail complex at the Conch Tour Train. Debbie has also spent time in the trolley division as a ticket seller, a driver and as the Sales Operations Manager for Washington, DC. She has a degree in Entrepreneurship and Small Business Management from Florida State University.

Joyce Unke

Joyce Unke began her real estate career over fifteen years ago with the real-estate/legal department of Historic Tours of America, Inc. (HTA). At the time HTA was one of the largest commercial property holders in Key West and still growing. It was during this time that Joyce honed her skills as a residential and commercial property manager. Her skills as a lease negotiator, problem solver, maintenance supervisor and project coordinator developed with a keen eye for detail and long term strategies. Since those early days with HTA the legal department split into its own department and Joyce now concentrates on the 250+ commercial and 50+ residential rental properties, as well as selling the many affordable housing projects as the Assistant Director of real estate. Today as a licensed real-estate sales person along with her strong legal background, high volume work ethic continues to produce exceptional growth and fiscal stability for HTA as well as HP Management. Joyce has earned her reputation as a dependable and reliable resource in the Key West real-estate community.

Richard Milleli

Richard J. Milelli, P.E. is the Principal Engineer for Old Town Key West Development. Mr. Milelli graduated in 1992 from the University of Florida with a B.S. degree in Environmental Engineering Sciences. He has been working in the Florida Keys since 2001. He has a professional engineering license in Florida and California. He has designed, permitted and overseen the construction of numerous housing developments located in the Florida Keys. Some of the more notable projects include Marquesa Court, a nine-unit development, which required a complicated South Florida Water Management District Environmental Resource Permit, Army Corps of Engineers Permit and a plat from the City of Key West. He was responsible for designing, bidding, and coordinating the installation of the entire site infrastructure. Mr. Milelli was also instrumental in designing and permitting the Tortuga West project, an eighteen unit affordable housing development, which utilized a vacuum sanitary sewer system manufactured by AirVac. Mr. Milelli has also designed, permitted and overseen the installation of numerous sanitary sewer lift stations such as a 350-gallon per minute station at Key Haven. Mr. Milelli recently permitted a complex wetland filling project at Key Haven, which required over 24 acres of mitigation. The permitting process utilized the latest Uniform Mitigation Assessment Method to determine the amount of mitigation. Mr. Milelli recently designed and permitted a seven slip dock located in Garrison Bight Marina, and is also experienced with storm water modeling programs and utilizing Best Management Practices for erosion and runoff control. He also has experience permitting and designing small package wastewater treatment plants and aerobic single family treatment systems.
